Laguna Hills grew out of the Moulton Ranch, the old Rancho Niguel, once the ranch was cut into subdivisions in the early 1960s. The houses came mostly in the two decades after: of the roughly 12,100 housing units the Census counts, 39 percent were built in the 1970s and 35 percent in the 1980s, which puts the median build year at 1980 and leaves 48 percent built before it. Fifty-five percent are single-family detached, and 70 percent of homes are lived in by their owners. The city itself is younger than most of its houses: it incorporated on December 20, 1991, and later added North Laguna Hills (1996) and the Westside area (2000).

Plumbing that has passed forty wears out in familiar places. A house from 1978 has likely gone through more than one water heater by now. Angle stops under sinks and toilets stiffen until they no longer close, pressure regulators drift and let more street pressure into the house than its fixtures were made for, and drain lines collect scale and grease until they slow down. Which district serves you depends on where you live. Moulton Niguel serves the larger part of Laguna Hills, about three quarters of it on the state's service-area map, and the El Toro Water District serves the remainder.
