Plumbing facts for San Clemente
For most of town, San Clemente is its own water utility. It began blending Baker plant water with Metropolitan water in 2017, and in 2025, with the City's groundwater plant offline, those two were its sources: 293 mg/L from Baker and 236 mg/L from Metropolitan, roughly 17 and 14 grains per gallon. Talega is served by Santa Margarita Water District, at about 15 grains, and parts of north San Clemente by South Coast Water District. The City physically inspected 18,251 service lines and found no lead or galvanized line that needs replacing.
The City's sewer is long, and parts of it are old. It runs about 162 miles of gravity pipe and 11 lift stations, and about 84 percent of the city drains to the City's own Water Reclamation Plant; South Coast and Santa Margarita sewer the rest. Nearly two thirds of the City's sewer pipe, 64.5 percent, is vitrified clay, and about a quarter of it was laid between 1920 and 1939. A third of the system, 56.5 miles, runs through easements, back yards included, so on some lots the public main is behind the house rather than under the street.
Where the City's pipe ends, yours begins. San Clemente makes the owner responsible for installing, maintaining and repairing both the upper and the lower lateral, from the house up to and including the tie-in to the City sewer, and the City has never owned laterals. A backup can sit anywhere along that run, so the line is inspected with a camera before anyone digs, and the repair is priced in writing first.
San Clemente incorporated in 1928 and still calls itself the Spanish Village by the Sea. Nearly a century later the Census puts the city at about 27,100 homes. Their median year built is 1983, and 44 percent stood before 1980; the 1970s and the 2000s tie as the biggest decades, about 21 percent each.
