What Dana Point asks of a water heater, and what the water does to it
Dana Point is specific about water heaters. Its Building & Safety handout, B025, requires a permit and a final inspection for every installation and every replacement, then goes into detail. Two straps hold the tank, one within its top third and one within its bottom third, each lag-bolted into the wall framing. The relief valve's pipe runs outdoors and stops 6 to 24 inches above the ground, although a tank replaced where it already stood may discharge to the garage floor. A pan with a drain goes under any heater whose leak could reach living space. The gas line gets a sediment trap and a new flexible connector. Not every call ends in a new tank. The tank is the one piece of a water heater that cannot be repaired; nearly everything attached to it can. A pilot assembly, a thermocouple, a gas control, a relief valve and, on electric models, an element or a thermostat are all exchanged with the tank where it stands. What we look for is water on the tank's own steel. If the shell is dry, a part is usually the whole job. If it is wet, the lining inside has failed and replacement is the honest answer.
Then there is the water. South Coast Water District, which supplies most of the city, drew on three sources in 2025: its own groundwater recovery facility at about 12 grains of hardness per gallon, Metropolitan's Diemer plant at about 14 and the Baker plant at about 17. At any of those figures a tank collects mineral on its floor, which is the knocking you hear as it heats and the reason an old tank runs out sooner. Opening the drain valve once a year to flush a few gallons slows it. One local note: about 11 percent of Dana Point's homes are occupied only part of the year, and a heater left at full temperature in an empty house ages for nothing; the vacation setting on the control exists for that. Start at the tank's label
The label gives the age, the fuel and the capacity. From there the plumber works outward: the connector and shutoff on the gas side, the flue, the end of the relief pipe, the two straps, the pan. A gauge on a hose bib reads the house pressure, and a question about who uses hot water each morning settles the size.
One figure or two
A heater that only needs a part gets a single written figure. When the tank is also close to done, a second figure for replacing it is written next to the first, and you pick.
Set, strapped and piped
The new tank is set in place, strapped twice into the framing and connected with a new flexible gas connector behind a sediment trap. Its relief line is run as the handout describes, and a pan goes underneath wherever a leak could reach living space.
Fired up and handed over
With the burner running and the water coming up to temperature, each gas and water joint is tested for leaks. You are then shown three things: the gas shutoff, the cold inlet valve, and the drain valve for the yearly flush.

Like for like is the easy case
Most homes run on one of a few standard tank capacities, in gas or electric. Putting the same size back in the same spot is the simplest replacement there is, and it seldom depends on an unusual order.

Three questions behind a replacement figure
Which heater: natural gas or electric, how many gallons, vented by natural draft or by a fan, standard or high-efficiency. That choice sets the largest share of the figure.
Where it goes: a garage with room to work takes less labor than a hall closet or an upstairs utility room in a condo building. And what the old installation lacks: a tank put in decades ago may be held by one strap, have a relief pipe ending indoors, and lack a pan or a sediment trap, and each gap is closed during the replacement because the final inspection will look for it.

Sizing, timing, permits: the short version
The right capacity comes out of a short interview. It covers how many people live in the house, whether two showers ever run together, whether there is a large tub and when the dishwasher runs. The answer is then checked against the gas line before a size is named.
Whether to repair comes down to the tank, since everything bolted to it can be changed. If the shell is dry and the heater is not old, a new part is money well spent. If the shell is wet, no part is.
Tankless is the right move for some Dana Point homes and the wrong one for others. It rewards a full house with heavy morning demand. It asks for a larger gas line, a new vent and, with local water between about 12 and 17 grains, regular descaling. For a home used a few weeks a year, a tank is usually the better fit.
How long a replacement takes depends on how much stays the same. Same fuel, same size, same spot: one visit is normal. Move the heater, switch from electric to gas or change its type, and pipe, flue or wiring has to be rebuilt first.
