South Coast Water District traces most sewer spills in its area to two things, roots and grease, lodged in privately owned lines. The same pair is behind a great many slow sinks, bubbling toilets and backed-up showers indoors. One pipe, one owner: the lateral in Dana Point

Dana Point's sewers belong to the South Coast Water District: about 140 miles of pipe and 13 lift stations carrying the flow to the J.B. Latham plant on Del Obispo Street or to the Coastal Treatment Plant. The district's part starts at the main under the street. Everything on the house side of that connection, the entire lateral, is the property owner's to maintain. That private stretch, plus each drain indoors, is where we work: sinks, tubs and showers, floor drains, the standpipe behind the washer.

A drain that stops again three weeks after it was opened was never cleaned, only pierced. A cable bores through the middle of a grease plug or a root ball and leaves the remainder on the pipe wall, ready to catch the next load. So a camera goes down before any machine. With the cause on the screen the tool picks itself: a cable for hair and soap near a fixture, water under pressure for roots and grease, and a repair, never a cleaning, where the pipe is cracked or has pulled apart, since water cannot mend a break. Soap and hair close to a fixture wind out on a cable. Grease coating the wall and roots growing in at a joint get the jetter, dialed to a pressure that pipe will bear.

Film it a second time

Back goes the camera over the stretch it filmed before. The job counts as finished only when the picture shows pipe, not buildup, from top to bottom of the bore.

Why two drain jobs rarely cost alike

Three things move the figure, and the entry point is the first. With a cleanout at the house wall, the camera and the hose go straight in. Without one, a toilet has to come up or the hose has to go down a roof vent, and both take longer to set up. Five things people ask about drains

A pipe with an intact wall comes through jetting unharmed. The risk lies in a pipe that was failing before we arrived, so the camera always goes ahead of the water: a cracked or separated stretch is marked for repair and the jetter stays out of it.

Cabling and jetting answer different questions. The cable asks only whether water can get past, and stops when it can. The jetter keeps going until the wall is clean from the house to the main, which is why a stoppage tends to re-form where a cable alone has been.

A blockage in the main under the street is the South Coast Water District's to clear, and one in the lateral is the owner's. The camera tells the two apart: we measure how far down the line the blockage sits and say which side of the connection it is on before pricing anything.

A drain price quoted before the camera has been down would be a guess: the pipe, the way into it, the tool it needs and the time spent locating the trouble are all still unknown. Afterward there is one written price, and saying no to it is your right.

What tells you whether to cable a drain or jet it?
Two things do: what the camera shows, and the drain's history. One sink, tub or toilet with its first clog is nearly always a cable job. Jetting is for the line with a record: a kitchen drain narrowed by grease, a lateral roots have entered, any drain cleared more than once in a year. Pressurized water removes the coating that a cable merely tunnels through.
Is a camera inspection part of every drain call?
Not of every one. A first clog close to a single fixture is cleared without it. The camera comes out for main lines and for anything that has clogged before, because from the bathroom floor a greasy coating, a root mass, a fractured wall and a dip that holds water all look like the same slow drain, and each one is fixed differently.
Can an older lateral in Dana Point be jetted?
Age alone does not rule it out. A little over half of Dana Point's homes, about 53 percent, went up before 1980, so old laterals are ordinary work here. Each is filmed before water goes in.
