In Dana Point the South Coast Water District owns the sewer main under the street, and the property owner maintains the whole lateral that reaches it from the house. When that pipe cracks, sags or fills with roots, or when the water piping on your side of the meter starts leaking, we find the failed section, show it to you, and repair or replace it. Where the district's pipe ends and yours begins

South Coast Water District draws a clear line for sewers in Dana Point. Its side is the main under the street and what lies beyond: about 140 miles of pipe and 13 lift stations delivering the flow to the J.B. Latham plant on Del Obispo Street or to the Coastal Treatment Plant. The owner's side is the entire lateral, from the building to the point where it connects with that main. A crack, a sag or a root mass anywhere along that run is the owner's to repair, so we begin by filming the lateral end to end and marking the fault on the ground above it.

What the film shows decides the repair, and digging up the whole yard is seldom it. One bad joint can be exposed and rebuilt by itself. A pipe that leaks along its length yet is still round can be relined: a felt sleeve soaked in resin is drawn through and hardened against the old wall. A pipe too broken for a sleeve can often be burst, which means a cone-shaped head is winched through it, breaking it outward and towing new pipe into the same path. Each of those is done from one or two pits. Only a line that has collapsed, or lost the slope it needs to drain, has to be dug out and relaid.

Repiping is the same judgment applied to water lines, and here the district's meter gives the first clue. It displays a dripping-faucet icon after 24 hours of nonstop use, and the district's own test is to shut the house valve and look again: a meter that still moves puts the leak between the meter and the house, one that stops puts it indoors. A lone leak is repaired where it is. Leaks that keep coming in the same piping say that patching has run its course, and new copper or PEX lines routed through walls and ceilings make more sense than opening one floor again and again. About a third of Dana Point's housing is in buildings of two or more units, so in an attached home we first establish which pipe serves only you. Each job is quoted in writing, item by item, and its permit goes through the City's eTRAKIT portal.

Permit in, utilities marked

The permit application goes in through the City of Dana Point's eTRAKIT portal, and before a pit is opened the gas, water, electric and communication lines crossing the yard are located and painted.

Tested, inspected, put back

New pipe is tested before it is buried and inspected before the permit is closed. A cleanout is added where the old line had none, and paving, lawn, planting or drywall goes back the way the written scope lists it.

Four rules for the biggest jobs a house sees

A lateral repair and a repipe are the two largest plumbing jobs most houses ever go through. From Dana Point outward through Orange County, four rules govern both.

The least digging the pipe allows

Lining and bursting are offered ahead of excavation wherever the film shows the old pipe can take them. Pavement, walks and planting are costly to put back, and most of the time they do not need to move.

A repipe starts as a drawing

Before a wall is opened, each hot and cold run is sketched from the water heater and the main valve to every fixture. Planning the route first is what keeps the openings few and the patches small.

No permit left hanging

Applying on eTRAKIT, standing the inspection and collecting the final are our job, not yours. A permit that was opened and never closed is the sort of loose end a sale turns up years later. Outside city limits, in Ladera Ranch for one, the County of Orange is the permitting body.

The surface is part of the quote

Concrete, pavers, sod, irrigation and drywall are named in the written quote with everything else. What it takes to leave the place as we found it is known before the work starts.

Reading a sewer or repipe quote

A lateral quote is built from four facts the camera and the locator supply: how many feet have failed, how deep the pipe lies, what is on the surface above it, and whether the old pipe can carry a liner or a bursting head. Lawn over a shallow line is the simple case. Concrete, a wall or a tree over a deep one is the hard case. In Dana Point the owner's run also extends all the way to the main, so its last stretch can lie beneath the sidewalk or the street.

A repipe quote follows the house: its floor area, the count of bathrooms and fixtures, one story or two, copper or PEX, and how much wall and ceiling has to be opened and closed. In an attached home, shared walls and an association's rules add steps.

Sewer and repipe work near Dana Point

Dana Point: Lantern Village, Monarch Beach, Capistrano Beach

In 92629 and in Capistrano Beach's 92624 alike, the lateral is the owner's from the building to the main under the street, and permits are applied for on eTRAKIT.

San Clemente and San Juan Capistrano

In San Clemente the owner installs, maintains and repairs both the upper and the lower lateral, tie-in to the City sewer included, and about a quarter of the City's own sewer pipe dates from 1920 to 1939. In San Juan Capistrano, a new connection to public sewer or water needs a Santa Margarita Water District encroachment permit before anything else.

Laguna Beach, Aliso Viejo and Laguna Hills

Laguna Beach asks plumbers to call its Plumber's Hotline before working on a lateral, and its lateral program, as published in 2023, calls for a video inspection after a major remodel. Aliso Viejo and Laguna Hills are mostly on Moulton Niguel sewers, with the El Toro Water District serving a part of each.

Ladera Ranch and everywhere else

Ladera Ranch, where the Santa Margarita Water District's part ends at the meter and the County of Orange handles permits, then outward to the county's farthest cities and communities.

Before you decide on a lateral repair or a repipe

Repipe when the leaks have a pattern. One leak in decades is an event; three in two years, in the same kind of pipe, is a trend, and each patch after that postpones the job without avoiding it.

Lining and bursting both need a way in and a way out, so expect a pit near the house and another toward the street. The ground between them is left alone.

A repipe is done in stages. The written scope says which rooms come when, and during which parts of the day the water is off, so meals and showers can be planned around it.

Moving out is not necessary. The work goes room by room, and closing the walls is the final stage, already counted in the quote.

Does a sewer lateral repair mean trenching my yard?
Rarely the whole yard. If the camera shows pipe that is damaged but still round, we can line it or burst it, and both are done from a pit near the house and another near the street end. A trench is needed only where the pipe has collapsed or no longer slopes toward the main. You see the footage that settles it before choosing.
What do roots and a broken lateral each look like on video?
They look nothing alike on the screen. Roots show as fine strands waving in the flow, always at a joint; cutting or jetting them restores the line for a time. Broken pipe shows as a jagged edge, a missing piece of wall, or one section sitting lower than the next. Standing water that never drains away means the pipe has sagged. Roots can be managed; the others are repairs.
Copper or PEX for a repipe?
California's plumbing code allows either, so the decision is about your house and your preferences. PEX comes on a coil; long pulls with few fittings are its strength, and it is forgiving in tight framing. Copper is the traditional choice where piping stays visible, at the water heater or along a garage wall for example, and some owners simply prefer metal. A repipe can mix the two.
